New Delhi, July 12, 2024 — The Union Public Service Commission (UPSC) Civil Services Examination, a bastion of credibility and meritocracy, is currently facing a significant controversy. Allegations have emerged against IAS probationary officer Pooja Khedkar, accusing her of submitting falsified certificates to secure her position under the physically disabled category.
Cut-off Marks and Fair Opportunity
The UPSC examination's cut-off marks vary by category, aiming to provide equitable opportunities for all candidates. For the 2023 prelims, the General category cut-off was 75.41 out of 200 marks, while physically disabled candidates had a lower threshold, with one category's cut-off as low as 33.6 marks. These accommodations ensure that candidates with disabilities can compete fairly for administrative roles. However, the integrity of this system is now under scrutiny due to recent developments.
Pooja Khedkar's Alleged Misuse of Power
Pooja Khedkar, who secured an All India Rank of 821, is at the center of this controversy. It is alleged that she falsely claimed to be visually impaired and mentally ill, submitting certificates to UPSC to qualify for the physically disabled category. This manipulation allowed her to secure an IAS post despite her rank.
Evading Medical Verification
A critical aspect of the allegations involves Khedkar's repeated refusals to undergo the mandatory medical examinations required by UPSC to verify her disability claims. She cited various reasons, including testing positive for COVID-19, to avoid these examinations. Despite six refusals, she submitted an MRI report from an external source, initially rejected by UPSC but later accepted, exposing potential loopholes in the system.
Questionable OBC Non-Creamy Layer Status
Further complicating the issue, Khedkar also claimed OBC Non-Creamy Layer status. RTI activist Vijay Kumbhar revealed that her father, Dilip Khedkar, declared assets worth INR 40 crore in his 2014 election affidavit, which should disqualify her from this status. Yet, she utilized it to gain benefits in the UPSC selection process.
Administrative Conduct and Subsequent Transfer
The controversy intensified following complaints about Khedkar's conduct in Pune, leading to her transfer to Washim as an Assistant Collector. These events prompted further scrutiny and raised significant concerns about the integrity of the UPSC selection process.
Addressing Systemic Vulnerabilities
The Maharashtra Chief Secretary has been informed, and investigations are ongoing. This incident underscores the need for stringent measures to prevent such instances of fraud and maintain the credibility of the UPSC examination, ensuring that the principles of fairness and meritocracy are upheld.
