The Uttar Pradesh Public Service Commission (UPPSC) has initiated disciplinary measures against five officials implicated in a suspected case of answer sheet tampering during the UP Judicial Service Civil Judge (Junior Division) Main Examination 2022, also known as PCS (J) Mains-2022.
UPPSC's Disciplinary Actions
In response to allegations, UPPSC Secretary Ashok Kumar announced stringent actions against key personnel involved. Section Officer Shiv Shankar, Review Officer Neelam Shukla, and Assistant Review Officer Bhagwati Devi have been suspended for negligence in handling the investigation.
Additionally, Deputy Secretary Satish Chandra Mishra faces departmental proceedings, while the state government is requested to authorize actions against retired Assistant Review Officer Chandrakala.
Background of the Incident
The controversy began when candidate Shravan Pandey, after obtaining his answer sheets through RTI, raised concerns about discrepancies. He alleged that his English answer sheet bore different handwriting and noted torn pages from another candidate's sheet, adversely affecting his examination outcome.
Judicial Intervention and Commission's Response
On June 5, 2024, the Allahabad High Court instructed UPPSC to submit six question paper answer sheets from the petitioner. Responding to the court's directive, UPPSC presented an affidavit on June 7, 2024, detailing measures taken following the incident. Notably, dummy roll numbers were assigned to all 18,042 answer sheets of 3,019 candidates to ensure impartial evaluation during the investigation.
Transparency Measures Implemented
Starting June 20, 2024, UPPSC began displaying answer sheets to candidates who appeared for PCS-J 2022. The display process, organized by serial number, will continue until July 30, 2024. As of now, 232 candidates have reviewed their respective answer sheets.
Examination Details and Results
The UP Judicial Service Civil Judge (Junior Division) (Mains) Examination 2022 took place from May 22 to 25, 2023. Results were announced on August 30, 2023, with individual marks released in November 2023.
This sequence of events underscores UPPSC's commitment to transparency and accountability in conducting examinations, ensuring fair treatment of all candidates involved.
