Recommendation Against Entrance Exams for Higher Education

 


The Justice D. Murugesan Committee, tasked with drafting a distinct State Education Policy, has recommended to the Tamil Nadu government that entrance examinations should not be conducted for admission to higher education courses. Instead, the consolidated marks from Class XI and Class XII board examinations should be used as the basis for admission to all higher education courses.

 

Proposal to Regulate Deemed Universities and Private Institutions

The committee has proposed several measures to regulate deemed-to-be universities, autonomous colleges, foreign universities, and self-funding institutions. Key among these is the recommendation to ban coaching, and private tuition centres parallel to schools and colleges. The committee highlighted the need for a regulatory body to oversee these institutions, which currently operate outside the purview of any government regulatory body.

 

Investment in Public Education

Insufficient funding by the state to public institutions has been identified as a major reason for the proliferation of private institutions in both school and higher education. The committee emphasised the need for increased state funding to public institutions to curb this trend.

 

Recommendations on Teacher-Student Ratio and Course Structure

The committee recommended a teacher-student ratio of 1:15 for postgraduate programs and 1:25 for undergraduate programs. It suggested maintaining the current three-year undergraduate and two-year postgraduate programs while introducing a four-year bachelor’s degree (Honours with research) as an additional option.

 

Strengthening Medical and Technological Institutions

The report included several recommendations to enhance the status of key educational institutions in Tamil Nadu:

    • Anna University: Proposed to be made an exclusive technological university for research and postgraduate courses in specialized fields.
    • The Tamil Nadu Dr. M.G.R. Medical University: Suggested to be upgraded into a Centre of Excellence in Research with a full-fledged status and its own super-specialty hospital and college.
    • Government Medical Colleges: Notable institutions like Madras Medical College, Stanley Medical College, and Kilpauk Medical College should be upgraded to research centers.
    • Tamil Nadu Siddha Medical University: Recommended to be established at the earliest.

 

Comprehensive Legislation for Private Institutions

The committee called for the enactment of comprehensive legislation to regulate all private colleges across various streams of education, highlighting the need to bring all private higher educational institutions under a single regulatory Act.

 

Emphasis on Social Justice and Regulation of Self-Funded Institutions

The panel stressed the importance of controlling the increasing private participation in professional courses to promote students from underprivileged communities. It also recommended strict regulation of self-funded institutions regarding student fees, admissions, fund mobilisation, and financial management to ensure affordable private higher education.

 

Focus on Traditional Subjects

The committee noted that private universities often focus on market-driven subjects at the expense of traditional subjects, a trend deemed detrimental to the growth and expansion of higher educational institutions. The commoditisation of education for profit was highlighted as a significant issue that needs to be addressed by the government.

 

Submission of Report to the Chief Minister

Justice D. Murugesan and other committee members submitted the report to Chief Minister M.K. Stalin at the Secretariat on Monday. The Tamil Nadu government has yet to publicise the report or its salient features.
