“UPSC Registers Criminal case Against IAS Probationer Pooja Khedkar for Exam Fraud and Misuse of Power: Understanding Probation Rules”.



Pooja Khedkar, a 2022 batch IAS officer on probation for the Civil Service examination 2022currently facing probation charges, has been charged with criminal charges by UPSC, issuing a show cause notice cancelling her candidature from the Civil Service examination 2022. 

Show cause notice says that she has fraudulently availed the UPSC attempts by forging her name, father’s name, mother’s name, email ID, mobile number and address. 


Her fraudulent actions in the Civil Services Examination. 

She was transferred from Maharashtra’s Pune to the Washim district after she got embroiled in controversies. There was a demand for many unauthorised perks that the government didn’t allow. Initially, after being posted as Assistant Collector in Pune, she was accused of using a red-blue beacon on her private Audi car, which she claimed to be a gift. 

Being the daughter of a retired bureaucrat, she has contested the parliamentary election of 2024 from Ahmednagar. After the controversy over the submission of fake documents, a single-member committee constituted by the Department of Personnel and Training (DOPT) and chaired by a senior officer of the rank of Additional Secretary was formed to verify the candidature claims and other details.  


Dilip Khedkar has assets worth of Rs 40 crore. 

Pooja Khedkar has claimed reservation under Other Backward Class non-creamy layer, but Pune activist has claimed that her father Dilip has assets worth of Rs 40 crore. The information claim has been made from election affidavit of her father during Lok Sabha elections.  


What Central Administrative tribunal has found? 

CAT said that while she successfully cleared the examinations, she failed to appear before the medical board of AIIMS, Delhi, six times to prove her claim of disability, adding that her candidature is liable to be cancelled. 

Ms. Khedkar filed a petition in 2021 seeking relaxation for several attempts by Persons with Benchmark Disabilities (PwBD).  She appeared for the 2022 examination, secured a rank of 821 and with PwBD reservation under the category of - “visually impaired and hearing’’. She has appeared for UPSC 12 times.  


Number of attempts for different categories. 

General category is allowed 6 attempts till 32 years of age. OBC and PwBD reservations claim that people can make 9 attempts. Those belonging to Schedule Caste and Schedule Tribe can have unlimited attempts till the age of 37 years. 


What is the probation period 

Typically, a probation period lasts 2 years, but if the official finds that the candidate needs improvement and more training, it can increase to 4 years; according to DoPT, “A person is appointed on probation to assess his suitability for absorption in the Service to which he has been appointed. Probation should not, therefore, be treated as mere formality.” 

  

Cases like this bring under scrutiny and raise concerns towards UPSC. The way she misused her position and the power of her father. Giving 12 attempts even though 9 times are allowed in her case. Submission of fake documents and not appearing before the medical board to prove her claimed disabilities is a violation of rules and insulting the institution in the name of power. Actions will be taken after the committee's report. It emphasises the need to maintain the highest standard of public servants and their managing authorities.
